A pack of lying muts-SCC

Can Suva City Council confirm or deny that no dogs were chasing SCC worker ? Can they confirm or deny that the step on the truck had broken and as a result he fell and sadly lost his life??? There were no dogs chasing the truck or him?? Why the lies? False narrative??
