A step movement in salary - senior staff only

Can the PS for the PM office confirm or deny that he got PM approval for a step movement in all staff salary to be increased, but than he only directed that Senior officers above Manager level to only be paid the step movement increase?

This is despite advised not to do so?? It’s Abuse of Office? Against the Constitution.

Salary step movement PS didn't agree to apply the same to Junior Officers although the PM has endorsed it. That for all staff to receive same step, but he went against HPM decision and advised Finance to activate massive salary step only to senior staff.
