University of Fiji puts out a Tender - transports- Sugar Taxis

This tender was advertised in today's paper and will be ending next Friday, in just a week. As usual only a week is given for submission. The requirements are so high and it's planned in such a way that only Sugar Taxis will apply for this. Sugar Taxis has been awarded this tender for consecutive 15+ years and there has been no Ficac investigation. Sugar Taxi is the immediate neighbor of Ravineet Sami, Chief Finance officer of unifiji. They share the same driveway and same fence - immediate neighbor. Address is Golf Link Crescent, Lautoka.
Email address in this tender, Mubarak Ali - former staff of Sugar Taxis, now a staff of UniFiji. Worked at Sugar Taxis for 10+ years and now working for UniFiji. Conflict of interest, worked for both entities now handling this tender.
Ravineet's qualifications on UniFiji website under staff & faculty tab. This institute DCIMS does not physically exist. They provide Doctorate after you pay $2000USD on their website.
Funny thing, I submitted a Honorary Doctorate application without any qualifications and experience and they approved it within 2 hours. They kept emailing me to process the payment.

So basically, this guy Ravineet Sami - the Chief Financial Officer of University of Fiji has a long list of qualifications on his CV but all are buy out certificates. Any university you search about are online universities that provide qualifications within a few hours, after payment is made. Can the VC confirm or deny that All payments were made through Unifiji credit card. Is the VC is aware of this, and supports him all the time??
